Wagers are the architects of the underground Requiem economy. Operating behind legitimate businesses, criminal organizations, and political influence, they control the trade of Requiem and countless other illegal services. To most Wraiths, a respected Wager is the safest and often the only reliable source of Requiem.

While Requiem is their most valuable commodity, Wagers are involved in nearly every form of organized crime, including drug trafficking, human trafficking, contract assassinations, illegal information brokerage, extortion, and black-market trading. Their influence extends far beyond the Wraith community, often reaching politicians, corporations, and even government agencies.

Requiem is considered the most valuable substance in the world, making its trade extraordinarily profitable. The wealth accumulated through Requiem has allowed many Wagers to establish criminal empires that rival legitimate corporations.

Most Wagers are Wraiths who carefully conceal their identities. Through bribery, forged records, shell companies, and corruption within both media and DOSE, they maintain the illusion of being ordinary businessmen. While DOSE officially considers every Wager a criminal, persistent rumors claim that certain high-ranking Wagers secretly cooperate with DOSE for mutual benefit, exchanging information, resources, or political favors.

Although united by profit, Wagers operate under vastly different scales. Some are little more than local dealers, while others manipulate the economy of entire cities without ever appearing in public.
